In July 2006, a major change occurred in the governance of USA Rugby when the existing 27 member Board resigned voluntarily to be replaced by a more efficient nine-member Board. The new group would be composed of six at-large directors, two International Athletes, and a Congress representative.
As the old Board was phasing out, it repealed the old bylaws, and made a motion to accept the new by-laws.
The new, nine-member board consisted of Victor Hilarov, Mike Mahan, Bill Middleton, Kevin Roberts, Paul Tsuchiya, Thomas Wacker, Bob Latham, Jen Joyce, and Dave Hodges.
The impetus for the radical change came from a goal to switch from a constituent board of 27-people to a strategic governing body with fewer stake holders.
