Germany vs. Samoa - Tomorrow, July 14, in Heidelberg, Germany host Samoa in the second match of the two-game repechage. Samoa won the first game 66-15 and should defeat Germany for the second time, securing a place in the November Repechage event for the final, 20th spot in the Japan 2019 World Cup.

World Cup 2019 Repechage in France - World Rugby announced that the Repechage match among four teams would take place from November 11 to November 17 in Marseille, France. The matches will be played at the 5,000-seat capacity Stade Delort.

Hong Kong won their Repechage place by defeating Cook Islands, joining Canada. Assume Samoa defeat Germany, then the fourth and last team in the Repechage will emerge from the August 18 Rugby Africa Gold Cup. In that tournament, the champion qualifies for Japan 2019, and the runner-up XV enters the Repechage.

The winner of the four-team November Repechage enters Pool B at RWC 2019 with New Zealand, South Africa, Italy and the Africa 1 qualifier (probably, Namibia).

I thought that the winner of the Germany-Samoa play-off qualified as the play-off winner in Pool A, and the loser went into the Repechage. It's hard to get that interpretation from this article, which seems to suggest that the play-off winner goes to the Repechage and the loser is out.

You're right. This writer just kind of throws stuff out there without paying much attention to accuracy. He also got the dates of the Repechage tournament wrong - the match days will be on November 11, 17, and 23.
